ILAN believes that knowledge is power. People with physical disabilities and their families are entitled to a wide range of rights anchored in Israeli law. Yet, many are unaware of them or face significant challenges navigating complex bureaucratic systems. ILAN is here to help bridge that gap.

Legal Support and Rights Realization

ILAN operates a Rights Realization and Legal Support Center for people with physical disabilities and their family members.

The Center provides guidance, accompaniment, legal counseling, and, when needed, legal representation in processes מול state institutions and public authorities.

The Center operates as part of the “Sachar Mitzvah” program, in cooperation with the Israel Bar Association and Herzog, Fox & Neeman Law Firm. Its work is carried out by dedicated legal professionals committed to removing barriers and promoting equality, accessibility, and dignity.

Who Is This Service For?

  • People living with a physical-motor disability
  • Parents, caregivers, and family members of children, adolescents, and adults with disabilities
  • If you are supporting a person with a physical disability, you also hold rights. This service is designed to help you understand and realize those rights.

Areas of Rights and Support

The rights available to people with disabilities and their families relate, among others, to:

  • Accessibility – public spaces, transportation, education, and public services, under the Equal Rights of Persons with Disabilities Law (1998)
  • Education – early childhood, special education, inclusive education (ages 3–21), and higher education for students with disabilities
  • Employment – equal opportunity, workplace accommodations, integration programs, income, taxation, and combining employment with disability benefits
  • Housing – rental assistance, public housing, home modifications, support for home purchase, exemptions, and benefits

Health and Social Security – National Insurance benefits and health-related rights

Emergencies – rights and protections during times of crisis

These rights may significantly improve daily life, independence, and full participation in Israeli society.

 

ILAN Activists Forum 

a group of people with physical disabilities and family members working to advance rights and public policy. The forum serves as a space for critical thinking, influence, and initiative, engaging with decision-makers, authorities, and public bodies מתוך the belief that any decision concerning people with disabilities must be made with them and led by them – “Nothing about us, without us.”

Forum members bring a personal voice, lived experience, and a deep commitment to social change. ILAN provides the forum with professional support in communications, legal and legislative advocacy, public relations, and more.
